Cruise Lines Concerned Over Sulfur Emission Regulations
New rules being put in place in August will start to require cruise ships to use special low-sulfur emission fuels. The new rules require cruise ships to reduce sulfur emissions to 10,000 parts per million by August 1st, 2012. Over the next 8 years, there are more target reductions, eventually getting the sulfur emissions to 500 parts per million by 2020.  These emission levels are only being monitored within 200 miles of the US East Coast and Canada.

Cruise lines are especially concerned about the availability of the specialized fuel in all refueling ports, the cost of the fuel and the refitting of special fuel tanks so the ships can burn the expensive fuel close to US/Canada ports and the less clean fuel further out to sea.
